The records searched contain only a partial match. A later document in the February 10, 2026 packet identifies “Interim City Administrator Clerk Natalie Johnson” on a Planning & Zoning policies document adopted by the City Council March 11, 2025, which supports that she was serving in an interim administrator/clerk role by that time. However, the search results do not include the December 12, 2024 resolution appointing Natalie Johnson as Interim City Administrator, and they do not show any recorded discussion or vote about whether she received a wage increase for taking on those duties.

The records provided show a partial match. In council packet materials for the February 24, March 10, March 24, and April 14, 2026 meetings, the proposed development conditions repeatedly state that infrastructure timing would be governed by a Developer’s/Development Agreement, that the developer had to provide financial security before the final plat could be recorded, and that “the Developer must reimburse the City for all costs incurred by the City and its consultants” for plan review and preparation of the Developer’s Agreement. The December 23, 2025 packet also shows the Planning and Zoning Commission recommended approval of a related minor subdivision subject to conditions, including wetland-buffer requirements and, as an alternative to completing those improvements before recording, an agreement acceptable to the City Attorney with financial security set by the City Engineer. The records searched here do not show the executed Dryden Acres development agreement itself, a recorded vote approving that agreement, or earlier city collection actions for unpaid costs. They do support the recollection that reimbursement of city costs and financial security were conditions tied to the development process, but they do not document the later collection history.

The records I searched do not contain a prior decision or discussion matching Jason Dryden’s recollection about Dryden Acres, his property at 67XX Viking Boulevard, or his building experience with the city. p. 94Meeting City Council Meeting — Agenda Packet (2025-03-27)In the month of January the City Council was asked to identify their top five working priorities for staff completion. The city Personnel Policy, because it was not up to date, was among the five.

    Related history

The records I searched do not contain the January council priority-setting item or a list of “top five working priorities” showing the personnel policy update among them. There are related later records. At the February 10, 2026 meeting packet, council had an item titled “Approval of Resolution 2026-12 Updating the Personnel Policy and City Council Policy with a Complaint Policy,” with staff explaining that the city found it lacked a formal complaint procedure and needed one to match references already in the personnel policy. At the March 10, 2026 meeting packet, there was also a draft resolution to repeal and replace the drug policy section of the personnel policy with DOT and non-DOT drug and alcohol policies; that draft noted the city had previously approved spending $250 for a DOT-compliant policy but staff obtained free policies through the League of Minnesota Cities. The search results show these personnel-policy updates, but not the earlier January priority-setting decision itself.
