Administrator Wickham said the planning commission continued work on the THC ordinance and suggested using the framework of the tobacco license with the structure of the alcohol license, including the fee amount.

Planning Commission Chair Brad Johnson updated the council on an IUP revocation matter, stating complaints were being taken seriously, the commission was working to resolve issues, and the resident had made significant progress and was given until May 2023 to bring the property into compliance due to winter conditions.

Brad Johnson stated the planning commission was considering adding a zoning classification for hobby farms.

Administrator Wickham noted the Truth in Taxation public hearing would be held at the December 12 meeting.

Alternatives considered

Options the council weighed, and what happened to them. The record of the road not taken.

  • Wage study timing and vendor selection

    mentioned only

Delay the wage study because there is not enough time to complete it by the end of the year

Why: He said he did not believe there is enough time to complete it by the end of the year.

    Raised by Administrator Wickham

  • Wage study vendor selection

    mentioned only

Use firms other than Abdo (two other firms contacted)

Cost comparison: “He contacted two other firms, and those estimates were in the same range.” compared to Abdo “$10,000- $15,000”

Why: No decision recorded; discussion suggested inviting Abdo to present more information.

    Raised by Administrator Wickham

  • Wage study due diligence

    mentioned only

Have Abdo present more information about the study at an upcoming meeting

Why: Suggested to provide more information before a vote; West stated he would abstain without more information.

    Raised by Council Member Wylie

  • THC ordinance licensing structure

    under study

Use the framework of the tobacco license with the structure of the alcohol license (including fee amount)

Why: Planning commission suggested this approach while continuing work on the THC ordinance.

    Raised by Administrator Wickham
