5. 2Full-time Staff Health Insurance

   Council consideration of employee health insurance renewal, including 17.7% premium increase, pooling, and contribution levels; and PEIP information.

   Council discussed full-time staff health insurance renewal issues including a noted "17.7% premium increase" and options related to contribution levels and pooling, then carried a motion to move the Employee Health Insurance RCA recommendations forward (clarified as applying to 2018). Council also carried a motion to have an Innovo representative present the State of Minnesota-sponsored PEIP program to the council and staff for further investigation.

   Two related motions were carried: (1) to move the Employee Health Insurance RCA Recommendations forward; and (2) to have Innovo present its program to council and staff.

6. 3Update on Temporary/Interim Administrator Status

   Update and action on appointment of interim/temporary administrator and contract terms.

   Mayor Pilon updated the council on the interim/temporary administrator search conducted through the League of Minnesota Cities, noting consultation with Attorney Bob Ruppe and a proposed contract with Bob Derus at "$65/hr" with no benefits or taxes. Council unanimously approved a motion to engage Derus Government Consulting, LLC effective August 1, 2018, with a 14-day notice to terminate when services are no longer needed.
