Discussion of the 2019 Comprehensive Plan Update.
Council reviewed the Comprehensive Plan update, including the 2040 Land Use Plan, Community Perspectives and Goals & Policies. The minutes say the plan changes were not extensive, the City's overall intent remained rural residential, the City no longer had the MUSA area on the eastern border, and the only land-use-plan change at the meeting was to convert 62 acres of Industrial along Highway 47 south of the commercial area to RRA and 72 acres of RRA north along Highway 47 to Industrial.
Donald McCray asked that his land be zoned commercial. The minutes state that the Mayor and Greenberg said they would contact the Muellers to ask whether they would consider changing the front 15 to 25 acres along Viking Boulevard to commercial zoning.
Council discussed a City Center concept as part of the Comprehensive Plan review. The minutes describe the idea as emphasizing Nowthen's rural character while incorporating retail space, open space and community gathering areas like a destination area; the packet also estimated $400 to $700 for limited preliminary conceptual work outside the approved Comprehensive Plan budget.
Council discussed future language for the settlement area, including flexible development guidelines, possible public utilities at a later date, cohesive landscape plans, preservation of natural features, tree preservation and planting regulations, transition development, efficient land use, cohesive neighborhoods and high-quality development.
The minutes describe review and direction on plan language, land-use-map changes, the settlement area and the City Center concept, but do not record a final adoption motion for the Comprehensive Plan.
