Discussion of the 2025 Capital Improvement Plan and related capital, equipment, park, road, building, IT, fire, public works, and MS4 planning items.
The Council reviewed the draft 2025 Capital Improvement Plan and equipment replacement materials rather than adopting them. Discussion covered adding a street-sign budget line, parks language and park equipment needs, possible public building changes including a fifth fire department bay, road project timing and bonding, IT and financial software options, public works dump-truck planning, MS4 costs, and pickleball options. Several staff and council follow-up assignments were recorded.
The Council discussed 2024 park needs while reviewing the 2025 plan, including replacing grills at Twin Lakes Park and Memorial Park, securing ash cans, improving the historic town hall memorial, Twin Lakes parking lot paving and striping, pavilion improvements, repairing the Memorial Park basketball court, and investigating what kind of pickleball court Nowthen should consider.
During the public buildings discussion, the Council asked whether a fifth bay could be added to the fire department and directed Administrator Lehner to investigate ideas and ballpark costs.
The Council discussed future road improvement projects and financing. The minutes state that 2025 would be a bonding year for road projects, that the mayor suggested tabling road discussion until a May 21 Moore Engineering presentation on a potential road study, and that Finance Consultant Yager had increased construction and bond cost assumptions and requested a reimbursement resolution as part of the bonding process.
The Council discussed replacement of network computers, whether the City needs a server or could use NAS storage, IT service options, outsourcing some financial duties, and upgraded software that can track depreciation and appreciation.
The Council discussed Public Works dump-truck planning, including the anticipated 2024 truck delivery, the possibility of keeping the older truck because the City may soon have a third CDL driver, and the planned 2027 dump-truck replacement.
The Council noted that the MS4 program will need a 2025 line-item budget, that a May 21 presentation would address the needed program, and that costs could be significant if a drainage pond is contaminated and requires remediation and disposal of contaminated material.
The work session produced discussion and staff/council action items, but no final adoption of the 2025 Capital Improvement Plan was recorded.
