   The Council discussed filling a temporary project manager position after the City received four applications and the personnel committee interviewed the remaining applicant. Mayor Pilon recused himself from the personnel committee interview process because the candidate was his adult daughter, and Council Member Breyen stepped in. After discussion of qualifications, staffing needs, nepotism concerns, and reporting structure, the Council carried a motion to authorize offering the position to Genevieve Hirschboeck for no longer than six months, with amendments to re-evaluate in six months and to set the position at 30 hours per week and $35 per hour.
