One-line summary

The council amended the agenda to add public forum, approved consent items, amended the nuisance/excess-services ordinance, extended Boyles for limited administrator-search work, raised Interim Administrator Johnson’s pay to $45/hour retroactive to January 2, approved fertilizer/herbicide applications, addressed a Dryden Acres escrow invoice question, and made several personnel-policy decisions.

What was on the agenda

13 items as recorded in the agenda, packet, and minutes, each with a short summary of what was at issue.

  1. 1Call to Order

Pledge of Allegiance, roll call, code of conduct, and approval of agenda.

The meeting opened with all five council members present and Interim City Administrator Johnson absent. The council approved an amended agenda and then added public forum back onto this and future council agendas after the mayor said he had received feedback from other mayors and residents.

The agenda was approved as amended, and the council also voted to add public forum back onto the agenda.

  3. 2bClaims, autopay, and March 2025 Treasurer's Report

Approval of claims from April 2 to April 21, autopay, and Treasurer's Report for March 2025.

The claims item was pulled from consent for discussion of a $15 League of Minnesota Cities charge and a $325 Dryden Acres escrow-related attorney charge. A motion to pull the Dryden Acres invoice from the claims failed 2-3, and the council instead unanimously directed Interim Administrator Johnson to ask Attorney Ruppe for a more detailed description and to determine whether the charge belongs to the original project escrow or should be covered by the city.

The minutes say the claims item was pulled from consent. A motion to pull the Dryden Acres escrow invoice failed, and a later motion directed staff to ask Attorney Ruppe for more detail on that invoice; the minutes do not record a separate final claims-approval motion after discussion.

  4. 2cExtend and amend Consultant Boyles contract

Extend and amend Consultant Boyles's contract.

A public forum speaker said he did not think Mr. Boyles was still needed and supported Natalie Johnson if she wanted the administrator job. The council discussed whether to continue the SCSC administrator search, whether hiring Johnson could save money, and whether Boyles might still be needed for transition help. A motion to table was withdrawn, and the council approved extending Boyles for 0-10 hours per week focused on working with SCSC on hiring a city administrator.

The item was moved from consent to new business and approved with a narrower 0-10 hours per week scope focused on working with SCSC on administrator hiring.

MOTION CARRIED.
  5. 2dAccept Buchholz parcel for residential development

Accept a parcel for residential development for Buchholz.

The Buchholz parcel was approved on the consent agenda. The packet explained that the parcel came from a 2021 minor subdivision where Parcel C had been intended to remain agricultural, but the council accepted it for one single-family home subject to conditions, including recording the CR 64 right-of-way deed and not collecting additional park dedication because city staff had previously represented that the fee was paid.

Approve Interim Administrator Johnson to attend MMCI May 5-9, 2025 and stay in a hotel for the conference.

The packet requested council approval for Interim Administrator Johnson to stay at a hotel while attending MMCI in Brooklyn Center, with a listed total stay price of $652.82. The minutes do not record a final motion on this item.

The minutes do not record a final motion on the MMCI hotel-stay resolution; the opening agenda motion says items B, C and E were moved to new business, but the minutes do not show this item being taken up later.

The council kept the newly purchased Historic Town Hall projector as part of consent. The packet said the projector had been purchased for $599, less than the $849.99 previously quoted, and staff found it adequate for the city’s needs.

  9. 3aOrdinance refining nuisance definition and excess services

Consider approval of an ordinance refining the definition of nuisance and adding excessive use of law enforcement services.

Attorney Allseits reviewed an ordinance adding nuisance definitions and a repeat nuisance law-enforcement service call fee process. The council discussed possible flat fees, whether the ordinance could discourage 911 calls, how to distinguish mental-health crisis calls from behavioral issues, and how to track violations. The council approved amending the ordinance with discussed edits and tabled adding Fire Department language until fall.

  10. 3bIncrease wage for Interim City Administrator Johnson

Increase wage for increased responsibilities for Interim City Administrator Johnson.

The council first considered a $48.75 hourly wage retroactive to December 12, 2024, but that motion was withdrawn. After discussing exempt versus non-exempt status, overtime, staffing needs, and the mayor’s suggestion of $45.00, the council unanimously approved increasing Johnson’s pay to $45.00 per hour retroactive to January 2, 2025, with the resolution to be updated.

The packet requested $48.75 per hour retroactive to December 12, 2024, but the passed motion set $45.00 per hour retroactive to January 2, 2025.

The council approved using the existing PTO system to satisfy ESST requirements while keeping a 200-hour PTO bank, set the employee share of Minnesota Paid Family Medical Leave payroll tax at 50 percent beginning January 1, 2026, approved the drug testing policy, and approved the amended technology policy with email-account language.
